EXECUTIVE ORDER (No 1 of 2007)

TO:        1. MINISTRY OF PHYSICAL PLANNING & URBAN DEVELOPMENT
              2. ALL LOCAL GOVERNMENTS

RESTRICTION ON PLANNING APPROVALS (COLLAPSED BUILDINGS)

Preamble
In view of the rising number of collapsed buildings occurring within the state and the attendant loss of lives and properties, it has become imperative for Government to act promptly in order to stem the tide of unfortunate incidents.

Order
By the authority invested in me as Governor under and by virtue of the 1999 Constitution and further to my earlier directive for the convocation of a stakeholder's meeting on the matter and in fulfillment of my responsibility to protect lives and property, it is hereby ORDERED as follows:-
(a) That no further approval for development should be granted in the
following areas without my concurrence.

          (i) Victoria Island, Ikoyi, Lekki, Lagos Island, Ebute-Metta, Old Yaba, Apapa, Surulere, Ikeja and Ikeja GRA.

(b) The restriction on development approval In respect of the above areas applies with equal force to requests for conversion of residential premises to business premises ALL OVER the state; and

(c) Existing approvals whether for new buildings or for conversions of USE in respect of which development has commenced must be stopped for verification, evaluation for structural integrity and ratification with the concurrence of my office.

This order is intended only to improve the internal management of the State Government and is not intended to, and does not create any rights or benefits, substantive or procedural, enforceable at law or in equity by a party against Lagos State, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
